Unified Strategic Framework for Coordinated Implementation of Foreign Policy Priorities

The strategy is a key planning document that establishes strategic and operational goals, priority areas of action, measures, and success indicators, creating a foundation for more consistent foreign policy management, more efficient inter-institutional cooperation, and measurable foreign policy outcomes. Montenegro will continue to meet the criteria for successfully completing the EU accession process, while consistently implementing policies aligned with European Union standards and being ready to contribute additional value as a future member in shaping and implementing European policies. Security, as a complex and multidimensional strategic priority, is based on NATO membership as a cornerstone and is viewed within a broader strategic framework compatible with the EU security architecture, including strengthening national capacities, regional cooperation, and collective defense. Enhancing economic cooperation through proactive use of economic diplomacy tools contributes to Montenegro's prosperity and positions it as a competitive investment destination and internationalizes the Montenegrin economy, while fully respecting the principles of the rule of law, sustainable development, and shared European values. Montenegro will continue to build its international reputation on the foundations of freedom, democracy, rule of law, human rights, and gender equality; develop and promote green policies based on constitutional designation as an ecological state; strengthen regional relations, influence, and role; and advocate for an international order based on international law. Freedom, knowledge, honor, justice, and unity are fundamental values guiding the work of the foreign service in representing Montenegro's interests internationally, contributing to strengthening security, prosperity, and the country's reputation – for Montenegro, part of Europe, and open to the world.
