Public Call for Consultation with Interested Public Regarding Draft Law on Rental of Apartments

Based on Article 12 of the Regulation on the Selection of Non-Governmental Organization Representatives in the Working Bodies of the Public Administration Authority and Conducting Public Debate in the Preparation of Laws and Strategies („Official Gazette“), the existing legal framework, primarily consisting of provisions of the Law on Obligations and certain provisions of the Law on Social Housing, does not comprehensively regulate the specifics of rental relationships in the housing sector. Enacting the Law on Rental of Apartments would address issues of importance for establishing, duration, and termination of rental relationships, the amount and method of rent payment, use and maintenance of the apartment, as well as conditions for the protection of tenants' and landlords' rights. The issue of housing availability is particularly significant for young people and households with lower incomes, who, due to high property prices and rents, unstable incomes, and limited access to housing loans, often cannot resolve their housing issues. Legal regulation of the rental sector would create conditions for a more transparent and functional market, greater legal security for tenants and landlords, and more efficient implementation of housing policy measures. Public consultations with interested parties in the initial phase of preparing the Draft Law on Rental of Apartments will last for 15 days from the date of publication of this call.
