Monitoring of Harmful Organisms Neoleucinodes elegantalis and Anthonomus eugenii
The mentioned quarantine harmful organisms are not present in Montenegro, and their sudden appearance would cause significant damage to the production of peppers, tomatoes, and eggplants. Monitoring these harmful organisms, including tracking their potential presence, is carried out not only as a requirement for Montenegro's accession to the European Union but also for their timely detection and rapid implementation of phytosanitary measures in case of occurrence. The obligation to monitor the potential presence of Neoleucinodes elegantalis is prescribed by the List of harmful organisms of plants, plant products, and objects under surveillance (Official Gazette 41/2026), in accordance with Regulation (EU) 2019/2072, which specifies the relevant requirements to be included as an additional declaration on the phytosanitary certificate when exporting tomatoes, peppers, or eggplants from Montenegro to the EU and other countries that have implemented this regulation. The obligation to monitor the potential presence of Anthonomus eugenii is additionally prescribed by the List of priority harmful organisms (Official Gazette 29/2026), aligned with Regulation (EU) 2019/1702, which lists priority harmful organisms, including Anthonomus eugenii, for which monitoring is required to enable early detection. Monitoring of Neoleucinodes elegantalis and Anthonomus eugenii is performed through visual inspections of host plants, and for monitoring Anthonomus eugenii, yellow sticky traps have been placed since June 1, 2026.
