Methodology for Strategic Planning - Practical Guide for Preparation, Implementation, Monitoring, and Evaluation of Strategic Documents

This methodology complements and updates the Methodology for Policy Development, Implementation, and Monitoring of Strategic Documents adopted by the Government of Montenegro in 2018. It reflects the institutional and process development that followed its adoption and introduces a more structured and practical format for users. The methodology consolidates practical guidelines and aligns them with the current framework of strategic planning, fiscal management, and monitoring. While maintaining methodological continuity, it provides clearer instructions, examples, and templates to support practical application in daily work. The methodology is intended for those involved in drafting, coordinating, or revising strategic documents to ensure that each strategy is well-structured, coherent, and implementable. It defines the standard sequence of steps, describes mandatory elements of a strategic document, and clarifies institutional roles and coordination procedures throughout the entire strategic planning cycle.
