Modernization of the Customs System: Full Implementation of Paperless Business

With this historic step in modernizing public administration, the Customs Administration fully abolishes the submission of customs declarations and accompanying documents in paper form in all customs procedures, contributing to reducing administrative barriers, speeding up international trade, and strengthening trust in institutions. From today, all communication between economic entities and customs authorities is conducted exclusively through electronic message exchange in XML format via new functionalities of the customs information system. Our goal is barrier-free administration, fully aligned with the highest European Union standards." – said Jelena Đukić, head of the Customs Administration. Digitization of customs procedures brings significant benefits to declarants – speeding up data entry and modification, reducing waiting times, eliminating the need for copying and physically delivering documents, and the obligation to physically visit customs offices for submitting and receiving documents, which significantly reduces business costs for economic entities. Alignment with European standards is a major step in modernizing public administration and confirms Montenegro's commitment to introducing modern, efficient, and transparent digital services.
