EDPB calls for the creation of a legal basis for information sharing among regulatory authorities

A clear legal basis for effective cross-sector cooperation is emphasized. The Board highlights the growing need for efficient collaboration among regulatory authorities operating in related areas under EU law. Initial experiences with cooperation among EU digital regulatory bodies at national and EU levels have underscored the necessity for stricter regulations to facilitate more effective collaboration, including enhanced information sharing. This will help remove cooperation barriers and improve enforcement outcomes and legal coherence. The EDPB notes significant progress in cross-border enforcement, as also mentioned in the European Commission's second GDPR enforcement report. To further strengthen cross-border enforcement, the Board discussed practical solutions and resource sharing to deepen cooperation among data protection authorities, including the possibility for authorities handling complaints to provide resources to supervisory authorities when needed. Additionally, with the upcoming procedural regulation codifying existing practices of data protection authorities, information exchange on national procedures will be crucial, said Des Hogan, Chair and Data Protection Commissioner of Ireland. Lastly, the EDPB evaluated measures taken following the 2025 Helsinki Declaration on greater clarity, support, engagement, faster and higher-quality guidance issuance, adoption of inter-regulatory guidelines, access to templates, and increased stakeholder involvement.
