Competition for Scholarships for the Best Students for the 2026/2027 Academic Year

According to Article 3, Paragraph 3 of the Law on Higher Education ("Official Gazette of CG", Nos. 122/25 and 59/26) and Article 22 of the Rules on Exercising Rights to Student Loans and Scholarships for the Best Students ("Official Gazette of CG"), students studying at foreign higher education institutions for which the Ministry of Education, Science, and Innovation has temporarily suspended recognition of foreign educational documents in Montenegro are not eligible for scholarships. This competition aims to award 100 scholarships to students enrolled in deficit fields of study, with a minimum average grade of less than 9.00, including IT programs (computing and information technology) - 20 scholarships; preschool education and upbringing – 25 scholarships. Besides submitting an electronic application, applicants must provide a recommendation from their professor (which must be on the faculty's memorandum, registered, signed, and stamped) and proof of awards received, which should be sent by mail to the Ministry's address. To ensure transparency, the Ministry will publish on its website the list of students who applied for the scholarship, along with the deadline for objections and supplementary documentation. The commission will decide on objections, establish a ranking list, and make a decision on scholarship awards, which students can appeal to the Ministry within eight days of the decision being published online.
