Report on the Budget Execution of Montenegro - May 2026
An increase in revenue was recorded across all major categories of tax revenues, indicating a strengthening of economic activity, employment growth, and income, stable personal consumption, and improved tax discipline. Regarding the realization of main budget revenue categories, personal income tax saw growth compared to the previous year and the plan. € or 2.3% was also recorded in gross wages and employer contributions, totaling 296.6 million € or 54.3%, mainly related to the Employment Agency for subsidies to employers who hire persons with disabilities. The Ministry of Finance paid these funds at the end of May, although the repayment obligations were due in early June, so June expenses for interest will be lower by that amount. € or 30.2% was mainly allocated for the needs of the Health Insurance Fund for health protection and rights to medicines, medical supplies, materials, and medical-technical aids, reflecting the dynamics of obligation execution.
