Industrial Symbiosis Receives First Strategic and Practical Framework for Implementation in Montenegro

The event brought together representatives of government institutions, local governments, the economy, and academia to discuss development opportunities for industrial symbiosis as a key instrument for improving circular economy and competitiveness of Montenegrin industry. The event was opened by Ms. Anđela Gajević, General Director of the Directorate for Improving Economic Competitiveness at the Ministry of Economic Development, who emphasized that industrial symbiosis plays a crucial role in promoting sustainable economic development and strengthening domestic industry competitiveness. She stated, "Industrial symbiosis is no longer just an innovative concept – it is one of the key instruments of circular economy and sustainable resource management. In times when we face climate change challenges, rising raw material costs, and the need for greater production efficiency, it is essential to develop models that contribute simultaneously to economic growth and environmental protection." Addressing the attendees, Silke Hollander, Deputy Resident Representative of UNDP in Montenegro, highlighted that industrial symbiosis is an important tool for strengthening resilience and competitiveness. "Today, we have laid the foundations, and the next step is their practical application through partnerships, pilot projects, and support for companies." During the event, key findings and recommendations from the Manual and Roadmap for the development of industrial symbiosis in Montenegro were presented. The Manual provides practical guidelines for companies to recognize opportunities for industrial symbiosis, establish cooperation with other companies, and develop sustainable business solutions based on more efficient resource use, while the Roadmap defines the institutional framework for developing industrial symbiosis, including roles of key actors, facilitation models, pilot activities, financial mechanisms, and a results monitoring system. Through expert support, pilot projects, and appropriate financial instruments, the goal is to encourage the implementation of concrete initiatives that will contribute to more efficient resource use, waste reduction, and strengthening of Montenegrin industry competitiveness.
