Civil Defense Capability – A Temperature Check Based on 2025 Work
The Swedish Civil Contingencies Agency assesses that civil defense has continued to develop positively during 2025. The assignment will be finalized in May 2026, but already now the agency provides an interim report focusing on the capability development that has occurred over the past year based on measures implemented by authorities and other actors in civil defense. The security policy situation has been serious and unpredictable for a long time, and a couple of years after Russia's full-scale invasion of Ukraine, the situation has further worsened. Sweden's accession to NATO has also changed the conditions, and thus the requirements for civil defense. In light of this, a confirmed positive capability development in civil defense during 2025 does not necessarily mean that the development is sufficient to meet the demands. The Swedish Civil Contingencies Agency does not assess the level of capability in the report – how good the capability is in relation to political and ultimately wartime requirements.
