Increased threat from destructive cyberattacks

Denmark is at risk of being targeted by attempts at destructive cyberattacks from Russian state hackers, aiming to cause more extensive consequences for critical societal functions than before. The heightened assessment is based on the likelihood that Russia's state hacker groups are showing increased willingness to carry out destructive cyberattacks against European NATO countries. Although there is an increased threat from destructive cyberattacks by Russian state hackers, SAMSIK maintains that this remains within the overall threat level for destructive cyberattacks, which is classified as "medium." Therefore, we continuously monitor the development of the threat landscape and encourage heightened security awareness. Destructive cyberattacks can take various forms, most often manifesting as so-called wiper attacks, where hackers attempt to delete or overwrite data to make it inaccessible or impossible to recover, or through manipulation of operational technology (OT). The threat from Russia's state hackers differs significantly from that of pro-Russian hackers, as state hackers have the capacity to conduct coordinated and targeted cyberattacks against critical infrastructure.
