Minister Dukaj at the 2BS Forum: The Digital State Must Be Efficient, Secure, and Worthy of Citizens’ Trust

Technology must serve citizens, while their rights, security, and trust must remain at the center of every process,” said Minister of Public Administration Marash Dukaj at the panel “Government in the Digital Age: Transformation, Communication, and Citizens’ Trust,” held as part of the 2BS Forum in Budva. Speaking about the digital transformation of public administration, Minister Dukaj emphasized that the goal is for citizens to complete all administrative procedures electronically, without visiting service counters or submitting data the state already possesses. He noted that last year the Ministry of Public Administration completed 100% of its planned digitalization activities and launched 57 new electronic services. “Our ultimate goal is to implement the Digital Wallet, which will enable citizens to use their digital identity, documents, and certificates simply and securely,” Dukaj said. He added that significant progress had been made thanks to an improved legislative and institutional framework, but that the continuous strengthening of professional capacities, employee training, and consistent implementation of security measures remain essential. He highlighted the adoption of the Information Security Law, aligned with the European Union’s NIS2 Directive, as well as the establishment of key institutions and mechanisms for protecting the digital space—the Cybersecurity Agency, the State Administration CIRT, and the Government Security Operations Center (G-SOC).
