Gorčević in Tivat: We Are Preparing the Constitutional Order of Montenegro to Assume the Rights and Obligations of Membership on Time

The conference, organized by the Constitutional Court of Montenegro and the Ministry of European Affairs, marks the 20th anniversary of constitutionalism in independent Montenegro. Participants include the President of the European Court of Human Rights, presidents and vice-presidents of constitutional and highest courts of European countries, judges of the Court of Justice of the European Union, and representatives of the Venice Commission. "Our task is to find solutions on the path to EU membership that will simultaneously respect our constitutional order and enable Montenegro, as a future member state, to fully assume the rights and obligations that membership entails," Gorčević emphasized. Opening the conference, Minister Gorčević reminded that the government, as part of its obligations under the European agenda, carried out a process to amend the Constitution in response to the requirements of the final criteria for Chapter 23. Participants discussed constitutional and institutional challenges related to Montenegro's European integration, the relationship between the national constitutional order and EU law, and the challenges posed by artificial intelligence development for constitutional judiciary. The conference is supported through the "EU Empower Me" project, co-financed by the European Union and the German Federal Government, and implemented by GIZ.
