Statement from the 138th session of the Government of Montenegro
The agency will act as the national technical guardian of IZIS: maintaining interoperability standards, operationally managing basic registers and services such as the Patient Index, institutional and healthcare personnel registers, consent services, and terminological services, as well as ensuring compliance and certification of all systems connected to IZIS. As emphasized in the discussion, all citizens of Montenegro will benefit from this system and the agency maintaining it – patients will receive higher quality, faster, and safer healthcare due to access to accurate and up-to-date data, while healthcare institutions will reduce administrative burdens and improve workflows. Amendments also regulate the territorial application of criminal legislation, stipulating that criminal acts committed via information and communication technologies will be considered committed in Montenegro when the technology or computer system is accessed from Montenegro, regardless of where the technology or system is located. According to this provision, courts will particularly consider as aggravating circumstances the vulnerability of the child, dependency or trust relationships between the perpetrator and the victim, commission of the crime by multiple persons or within a criminal organization, prior convictions of the perpetrator, endangerment of the child's life, and the use of severe violence or occurrence of serious consequences for the child. The government adopted the proposal for urban-technical conditions for the preparation of technical documentation for the construction of a sports and recreation facility – a sports center, on parcels no. 2272 and 2273 in the Tuzi cadastral area, within the scope of the amendments and supplements to the General Urban Plan of Podgorica. Consent was given for the preparatory work for the construction of a public interest facility – reconstruction of regional road R-15 (R-16) Virpazar – Rijeka Crnojevića – Cetinje, section Donji Ulići, phase I.
