Montenegro Real Estate Forum 2026: Participation of the Director of the Real Estate Administration, Mr. Marko Bulatović

The Director of Montenegro’s Real Estate Administration, Mr. Marko Bulatović, participated in the “Montenegro Real Estate Forum 2026,” held on the 17th. The forum brought together representatives of state institutions, investors, and experts in real estate, construction, finance, and law to discuss current challenges, regulatory reforms, and the development prospects of Montenegro’s real estate market. Mr. Bulatović participated as a panelist in the “From Paper to Foundations” panel, which focused on administrative procedures, urban planning, spatial protection, and challenges in the process of legalizing illegally constructed buildings. The topics addressed were particularly important to the work of the Real Estate Administration, given its key role in maintaining and updating cadastral records, registering real estate, and ensuring legal certainty in real estate transactions. “In the context of the reform processes being implemented in the field of cadastre, improving administrative procedures, digitizing services, and strengthening interinstitutional cooperation are of particular importance as essential prerequisites for more efficient exercise of citizens’ rights and the creation of a safer investment environment,” said Mr. Bulatović. The Director’s participation in this important regional event contributed to the professional and institutional dialogue on improving the real estate management system, with particular emphasis on the challenges accompanying the development of the real estate market and the implementation of legal reforms.
