Budget Execution Report of Montenegro - August 2026

The growth of the budget revenues during the observed period is also evident compared to the plan for the first eight months, amounting to a significant 20.9 million euros. It is particularly important that this growth is not the result of a single category but a broad-based increase in the collection of income tax, profit tax, VAT, excise duties, and contributions. The year-on-year increase is primarily due to strong excise collection on tobacco and tobacco products, which amounted to 23.9 million euros or 1.7%. An increase was also recorded in gross wages and employer contributions, totaling 474.7 million euros. The most significant expenditure within this category of capital expenditures relates to the Capital Budget of 167.38 million euros, realized under the Other Expenditures item, of which 81% pertains to the budget item for Software Development and Maintenance at the Ministry of Foreign Affairs for the purpose of signing the Cooperation Agreement between the Government of Montenegro - Ministry of Foreign Affairs and UNDP for the implementation of the E-VISA project.
