Completion of Development and Implementation of the New Fine and Offense Record Register

The development project of the new Fine and Offense Record Register has been successfully completed by the Ministry of Justice through the implementation of the Digitalization Strategy of the Judiciary 2025-2028. The deployment of the new software solution and its operational launch will significantly improve the level of digitalization of business processes in institutions issuing misdemeanor sanctions via misdemeanor orders, as well as in Misdemeanor Courts making judicial decisions. After 15 years of operation of the old system, it was necessary to develop a modern software solution with service-oriented architecture that meets user needs and enables connection with the Central Bank of Montenegro, government registers, the judicial information system, and commercial banks, for data exchange via web services and increased enforcement of fines. The Directorate for Information and Communication Technologies of Justice and Data Security implemented the project in close cooperation with the Higher Misdemeanor Court, the Misdemeanor Court in Podgorica, the Police Department, municipal police, inspections, and other institutions responsible for issuing misdemeanor orders.
