EDPB Annual Report for 2025: Supporting Stakeholders through Guidelines and Dialogue
Our achievements support economic growth while continuing to protect individuals' fundamental rights to privacy and data protection. In 2025, EDPB actively worked on simplifying legal regulations to promote innovation and economic growth while ensuring the protection of personal data. Additionally, it held important plenary meetings that informed the European Parliament and the European Data Protection Supervisor about joint positions on proposals from the European Commission, such as the digital omnibus and AI digital omnibus, adopted in early 2026. The Board also adopted recommendations at the request of the Commission regarding the legal basis for creating user accounts on e-commerce websites and recommendations related to the World Anti-Doping Agency's 2027 World Anti-Doping Code. Furthermore, the Board collaborated with the Commission on joint guidelines concerning the interaction between the AI Act and EU data protection laws, expected to be adopted in 2026. In line with its 2024–2027 strategy, EDPB continued international cooperation to promote high standards of data protection and ensure effective cross-border data privacy. In December 2025, EDPB also held its second online meeting with representatives of data protection authorities from countries and organizations with EU adequacy decisions.
